OPINION

BRUCE FOX, Bankruptcy Judge:

At issue is whether the plaintiffs are entitled to a preliminary injunction which would prevent payment under a letter of credit. Plaintiffs are the debtor, the committee of unsecured creditors, (appointed pursuant to 11 U.S.C. 1102(a)(1), and an unsecured creditor, Edgemont Stone & Supply Company (Edgemont). 1 The defendants are Provident National Bank (Provident), which is the issuer of the letter of credit, and Dependable Insurance Company (Dependable) which is the beneficiary of the letter of credit.
