This appeal and cross-appeal raise numerous issues concerning the retirement benefits that former employees of the Fulton County Department of Family & Children Services (“Fulton DFCS”) who transferred to state employment after July 1, 1982, are entitled to under the Employees’ Retirement System of Georgia (“ERS”).
