The Director, Office of Workers’ Compensation Programs, United States Department of Labor, petitions, pursuant to § 21(c) of the Longshoremen’s and Harbor Workers’ Compensation Act, 33 U.S.C. § 921(c) (1976), for review of a decision of the Benefits Review Board in Frame v. Sun Shipbuilding & Dry Dock Co., 8 BRBS 855 (1978). That decision affirmed a decision of an administrative law judge that Sun Shipbuilding was entitled to relief from full compensation by reason of the applicability of the special fund provisions of § 8(f) of the Act, 33 U.S.C. §…
