*451In a pair of declaratory judgment actions, Washington County seeks to enjoin proceedings that might ultimately result in part of Washington County being annexed into the adjoining City of Bristol. Before convening to hear the cases, the court must dispose of demurrers and special pleas. For reasons that follow, we:
