This action, brought by several white citizens and registered voters of the State of North Carolina against various state and federal officials, challenges the constitutionality of the congressional redistricting1 plan (the Plan) adopted by the North Carolina General Assembly following the 1990 decennial census.2 Plaintiffs now claim principally that the General Assembly’s redistricting plan violates their rights under the Equal Protection Clause of the Fourteenth Amendment, because it intentionally includes one or more congressional districts…
