OPINION
BAYLSON, District Judge.
“The very essence of democratic government consists in the absolute sovereignty of the majority....” 1 When Alexis de Tocqueville wrote these words in the middle of the nineteenth century, there were, of course, no labor unions. De Tocqueville was relating his perceptive observations of American society in general, and the methodology by which Americans selected their government in particular. But the thoughts which he expressed convey an important principle for the issue at stake in this case, that the winner of a democratically held election controls the body…
