OPINION

WEISBERGER, Justice.

This case comes before us on appeal from a judgment entered in the Superior Court declaring section 9 of P.L.1982, ch. 20, to be unconstitutional, declaring appointments made by defendant Rocco Quattrocchi to the Thirteenth Representative District Committee of the Democratic Party void and of no legal effect, and enjoining the Secretary of State from receiving those appointments as lawfully made.
