GINSBURG, Circuit Judge:

A jury convicted Ion Cornel Popa of making anonymous phone calls with the “intent to annoy, abuse, threaten, or harass any person,” in violation of 47 U.S.C. § 223(a)(1)(C). Popa appeals, arguing that the statute is unconstitutional both on its face and as applied to his conduct, which involved calls to the office of the United States Attorney.
