On July 29, 1980, the Contributory Retirement Appeal Board promulgated a decision adverse to the claimant, Arthur H. Flynn, Jr. Approximately twenty months later, on April 2, 1982, the claimant filed a complaint seeking judicial review of the agency decision under G. L. c. 30A, § 14.
Persons aggrieved by a final decision of an administrative agency in an adjudicatory proceeding must institute proceedings for judicial review in the Superior Court “within thirty days after receipt of notice of the final decision of the agency.” G.
