Petitioner, Town of Marshall ("Town”), has brought a proceeding pursuant to CPLR article 78 to annul the decision of the New York State Department of Social Services ("State”) and the Oneida County Department of Social Services ("County”) compelling the Town to issue home relief assistance to an applicant and directing the Town to reimburse respondent County for grants the County made to the applicant.
