This case involves a petition for writ of certiorari filed by a state inmate. A prison disciplinary board found the inmate pe titioner guilty of conspiring to violate state law. The inmate then filed a petition for common-law writ of certiorari, seeking judicial review of the disciplinary proceedings on several grounds.
