In this Federal Tort Claims Act negligence action, plaintiffs-appellants Delores Hix, Cesar Barrios, and Monica Barrios (collectively, “Appellants”) appeal the dismissal of their lawsuit against defendantsappellees United States Army Corps of Engineers (“USACE”) and J & S Contractors, Inc. (“J & S”). Specifically, they allege that the district court erred in granting USACE’s Rule 12(b)(1) motion to dismiss for lack of subject-matter jurisdiction, granting J & S’s summary judgment motion, and dismissing their claims against both parties with prejudice.
