MEMORANDUM OPINION

PAYNE, District Judge.

Kelvin Jessie Hurdle, proceeding pro se, instituted this action against the Commonwealth of Virginia Department of Environmental Quality (“DEQ”) alleging racial discrimination, disparate treatment, and retaliation in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., defamation, intentional infliction of emotional distress, wrongful discharge, violations of state personnel policy, and failure to follow statutory grievance procedures.
