OPINION OF THE COURT
Pizzuto, J.
The petitioners have successfully challenged the real estate tax assessments on their respective commercial properties for the years 1977 through 1990. Consequently, the petitioners *247became entitled to approximately $2,097,375 in tax refunds from the appellant County of Nassau. Because of the lengthy delays in processing the refunds, the petitioners commenced this proceeding in July 1992, seeking, inter alia, a judgment "ordering and directing [the appellants] to compute and pay over to Petitioners the real estate property tax refunds” at issue herein.
