This cause came on to be heard upon an appeal from the Court of Common Pleas of Clermont County.

Appellants are employed as teachers by the Board of Education of the Goshen Local School District (hereinafter “board”) and they are also members of the Goshen Education Association (hereinafter “association”) which is their bargaining agent.
