This matter is before the court on plaintiffs “Motion Requesting Certification of Appealability.” (Docket No. 92, April 23, 2008.) “Plaintiffs request that a certification of appealability be emitted by the Court regarding the” dismissal of the complaint against Francisco Alemañy (“Alema-ñy”) and Glorimar Cortés (“Cortés”).
