This appeal concerns the construction of Texas Government Code section 802.1012. See Tex. Gov’t Code Ann. § 802.1012 (West 2012). This section became effective September 1, 2007 and governs audits of the actuarial valuations, studies, and reports of certain public retirement systems, including appellant, the Board of Trustees of the Houston Firefighters’ Relief and Retirement Fund (“the Board”).
