Under the terms of an act of Congress making appropriations for thé support of the army for the fiscal year ending June 30, 1912] approved March 3, 1911, an appropriation was provided for- the purchase of land accessible to the horse-raising section of Virginia for the assembling, grazing, and training of horses purchased for the mounted service.
