Background

Timothy and Debra Ryan, individually and as Guardians for Ann Marie Ryan, and Lucas and Laura Anderson, individually and as Guardians for Jeney Anderson (collectively, “the plaintiffs”), commenced this action against the United States of America, the United States Postal Service (USPS), and Leslie Tucker (collectively, “the defendants”).
