Plaintiffs, 16 in number (who were afterwards joined by other persons intervening), alleging injury and prejudice to themselves as citizens and property owners of the parish of St. Landry, brought this suit on July 30, 1910, for the purpose of having declared repugnant to the Constitution of the state, and perpetually enjoining the operation of, a certain act (No. 15) passed by the General Assembly at the regular session of 1910, which purports to create from the citizens and territory of said parish, including plaintiffs and interveners and their property, a…
