QUINN, Chief Justice.

Section 11-51-117(2) of the Colorado Securities Act of 1981, §§ 11-51-101 to 11-

51-129, 4B C.R.S. (1987), states that “[n]o provision of this article authorizes the [Securities [Cjommissioner or any of his officers or employees to disclose [any information filed with or obtained by the Commissioner and not made public] except among themselves or when necessary or appropriate in a proceeding or investigation under this article.” In S.W.
