RIPPLE, Circuit Judge.

Clifton Morgan was arrested by three Chicago Police Department (“CPD”) officers — Lieutenant Duane DeVries, Sergeant Christian Tsoukalas, and Sergeant Anthony Schulz — and charged with possession of crack cocaine and resisting arrest. The Circuit Court of Cook County dismissed the charges, and Mr. Morgan brought this civil action against the arresting officers and the City of Chicago (collectively, “the defendants”).
