In this case, Plaintiffs Fischer S.A. Comercio, Industria and Agricultura and Citro suco North America, Inc. (collectively, “Plaintiffs” or “Fischer”) challenged the final results of the first administrative review of an antidumping duty on Brazilian orange juice, Certain Orange Juice from Brazil, 73 Fed.Reg. 46,584 (Aug. 11, 2008) (“Final Results”).
