We withdraw our opinion and vacate our judgment of-July 21, 2015, and deny the City of Dallas’ Motion for Rehearing. We substitute this opinion in its place. In this interlocutory appeal, the City of Dallas challenges the trial court’s order denying its plea to the jurisdiction by which it sought dismissal of a lawsuit brought by the East Village Association (“Association”) challenging the validity of a City ordinance. 1 On appeal, the City argues the trial, court erred by denying its plea because: (1) the Association lacks standing to challenge the ordinance;.…
