The principal issues raised in this appeal by alleged agents of the Provisional Irish Republican Army (“PIRA”) concern the constitutionality and proper application of the Foreign Intelligence Surveillance Act (“FISA” or the “Act”), 50 U.S.C. §§ 1801-1811 (Supp. V 1981).
