I. INTRODUCTION
This matter is before the Court on Plaintiffs Northeast Ohio Coalition for the Homeless’ (“NEOCH”) and Service Employees International Union, Local 1199’s (“SEIU”) (collectively “Plaintiffs”) First and Second Motions for Attorney’s Fees and Costs (Doc. Nos. 96, 176, 179).
