MEMORANDUM OPINION AND ORDER

ROVNER, District Judge.

I. INTRODUCTION

In this lawsuit, plaintiff Wayne Ratajack, a part-time police officer for the defendant Calumet City, challenges his removal from an eligibility list for employment as a full-time police officer. The complaint is brought pursuant to 42 U.S.C. § 1983, and it alleges that plaintiffs removal from the eligibility list constituted a denial of due process and an infringement on plaintiffs freedoms of speech and political association.
