On May 31, 1945, the respondent's delegatee sent a letter to petitioner which stated, in part, "This notice, * * * constitutes commencement of the renegotiation proceedings in conformity with * * * the Renegotiation Act." On June 26, 1944, petitioner filed for its fiscal year 1943 the Standard Form of Contractor’s Report required by subsection (c) (5) (A) of the Renegotiation Act of 1943, which reads, in part, as follows:

Every contractor * * * shall, * * * file with the Board * * * following the close of the fiscal year * * * a financial statement setting forth such Information as the Board may by regulations prescribe as necessary to carry out this section. * * *
