MEMORANDUM OPINION AND ORDER

LEFKOW, District Judge.

This is an appeal from a final decision of the bankruptcy court discharging the debt of debtor/appellee, Sandra Ann Chambers (“Chambers”), to the claim of creditor-appellant Sylvia Manning (“Manning”), in her official capacity as Chancellor of the University of Illinois at Chicago (“UIC”). (Bankruptcy Case No. 99 B 33040). The bankruptcy court’s jurisdiction was founded in 28 U.S.C. §§ 1334 and 157(b)(2)(B), and this court’s jurisdiction over the appeal rests on 28 U.S.C. § 158(a)(1).
