I. INTRODUCTION
The plaintiffs have brought this action under 28 U.S.C. § 1343 and 42 U.S.C. § 1983 on behalf of themselves and a class, seeking declaratory and injunctive relief against the policy of Milwaukee County General Hospital (MCGH) precluding the performance of elective abortions. Jane Doe I commenced this action, and Jane Doe II subsequently became an additional named plaintiff.
