DONOHOE, Chief Judge.

These actions were instituted by plaintiffs, interstate motor carriers, to enjoin the enforcement of a Resolution passed by the City Council of Omaha, Nebraska, prohibiting the transportation of munitions by motor carriers on the streets of the City of Omaha. Since the amount in controversy in each case exceeds $3,000, exclusive of interests and costs, and the case presents a substantial federal question, this court has jurisdiction. 28 U.S.C.
