Plaintiff, Francis M. Marley, purchased the following at a bankruptcy sale authorized and approved by the United States District Court for the Northern District of Ohio:

Claim I — “Claim of bankrupt against the United States of America for damages resulting from the termination of Department of Army Contract No. DA-36-038-507— ORD-1588, for which a claim in the sum of One Hundred Thousand Dollars ($100,000.00) has been filed;”
