Kathleen Burns (Appellant) appeals the order of the Court of Common Pleas of Philadelphia County (trial court) that granted the City of Philadelphia’s (City) motion for summary judgment, which dismissed the City as a party in the case at bar. The issue raised on appeal is whether the trial court erred in determining that the release of the alleged primary tortfeasor releases any liability of the' City.
