BACKGROUND

In 1997, the United States Postal Inspection Service and the Pennsylvania State Attorney General’s Office conducted a joint undercover child pornography investigation. On March 6, 1997, Ray Donald Loy wrote a letter to Postal Inspector Thomas Kochman in response to an advertisement placed in a sexually explicit magazine by Special Agent Dave Guzy of the Attorney General’s Office.
