The village of Waterloo, acting under its special charter (chapter 359, p.'456, Laws 1882), undertook the con*478struction of a sewer system in the year 1908, and at a special election called by the village trustees a resolution was submitted to the electors of the village for the “appropriation of $100,000, or such part thereof as may be required, * * * for the purpose of constructing and completing a sewer system with disposal plant for the village of Waterloo.'” The plans and specifications for the construction of the system had been made by engineers employed by the village trustees, and…
