The plaintiff board of health of the town of Manchester (board) filed a complaint in the Superior Court *209in Essex County pursuant to G. L. c. 30A, § 14, seeking relief from an order of the defendant, Commissioner of the Department of Environmental Quality Engineering.1 The order complained of directed the board to take certain action regarding its operation of a sanitary landfill dump.
