The appellee was at the time in question a Chinese boy of about 20 years of age, and sought entry into this coun*601try at the port of San Francisco upon the alleged ground that he was the son of a Chinese merchant named Fong Chung, doing business as a partner in the Chinese firm of M an Hop Company, having a fixed place of business in the town of Woodland, in Yolo county, Cal.
