To the Honorable the Senate of the Commonwealth of Massachusetts:

The undersigned Justices of the Supreme Judicial Court respectfully submit these answers to the questions set forth in an order adopted by the Senate on October 30, 1951, and *656transmitted to the Justices on November 1. With the order were transmitted certain bills pending before the General Court. A copy of the order is attached hereto.
