This election case comes before us based on the following certified question submitted to this Court by the United States Court of Appeals for the Eleventh Circuit: Does OCGA § 45-5-3.2 conflict with Georgia Constitution Article VI, Section VIII, Paragraph I (a) (or any other provision) of the Georgia Constitution?
