OPINION
KENNEDY, Justice.
Jeannene Fox, administrator of the Texas Alcoholic Beverage Commission (TABC), appeals from the order of the district court reversing a TABC hearings examiner’s revocation of the wine and beer retailer’s permit of Margarita Anna Medina d/b/a Roman Inn Lounge. We reverse, render, and reinstate the ruling of the hearings examiner.
