for the Court:

¶ 1. After Robert Lewis filed his fourth motion for post-conviction relief (PCR) in the Circuit Court of Lowndes County, the court dismissed it because he had failed to obtain permission from the Mississippi Supreme Court to file the motion. The circuit court also dismissed the motion as an impermissible successive motion. Lewis appeals, raising two issues: (1) whether he was required to obtain permission from the supreme court to file the PCR motion in the circuit court and (2) whether the circuit court abused its discretion in denying his request for free records…
