On August 8, 1991, 499 W. Warren Street Associates Limited Partnership (“Debtor”) moved by way of an Order to Show Cause for a temporary restraining order prohibiting Niagara Mohawk Power Corporation (“NiMo”) from terminating utility service to Debtor’s property.
