The parents of R. L. appeal from an order of the district court transferring care and custody of R. L. to the Commissioner of the Department of Social and Rehabilitation Services (SRS), with residual rights remaining with the parents. We affirm.

On April 19, 1985, the Addison District Court, sitting as a juvenile court, determined that R. L. was a child in need of care or supervision, after hearing on the merits pursuant to 33 V.S.A. § 654(a). The court based its determination on the conclusion that R.
