Plaintiff, the board of directors of the Olde Salem Homeowners’ Association (Association or Homeowners’ Association), brought a foreclosure action in the circuit court of Cook County. The Homeowners’ Association named as defendants the Secretary of Veterans Affairs (Secretary), as the record owner of certain real estate, and unknown owners and nonrecord claimants.
