ORDER

GADOLA, District Judge.

On July 9, 1993, Petitioner Michael Fonseca pled guilty to conspiring to distribute and to possess with the intent to distribute cocaine in violation of 21 U.S.C. §§ 841(a) and 846 (Count I of the October 14, 1992 Indictment). On September 25, 1993, this Court sentenced Petitioner to a term of imprisonment for 188 months, a term of supervised release for five years, and a $50.00 special assessment fee. On November 21, 2000, more than seven years later, Petitioner filed a “Petition for Constitutional Writ of Habeas Corpus Ad Sub-jicienden Ad Rectum Instanter”…
