For a number of years prior to 1883 the city of New York had experienced the discomforts of an inadequate supply of water.
The necessity in that year for at once entering upon some work of magnitude sufficient to insure a largely increased supply for the city became imminent and inexorable. The past growth of the municipality had been phenomenal, and provision was to be .made for water not only enough for present necessities, but also sufficient for a population which the coming years were reasonably certain to see congregated within the corporate limits.
