This case involves a grievance arbitration award issued under the Public Employe Relations Act (PERA). 1 Rose Tree Media School District (Employer) appeals two orders of the Court of Common Pleas of Delaware County 2 (trial court) upholding the award of Arbitrator Margaret R. Brogan (Arbitrator), which reinstated S.M. (Grievant), an employee discharged for mistreatment of a special needs student.
