Plaintiffs National Fisheries Institute, Inc. (“NFI”), a non-profit trade association, and 27 of its members move, pursuant to USCIT Rules 7 and 65, for an order entering a preliminary injunction against United States Customs and Border Protection (“Customs” or the “Agency”).
