OPINION AND ORDER
This matter is before the court on remand. Pursuant to Rule 60 of the Rules of the United States Court of Federal Claims (RCFC), plaintiff filed a motion seeking relief from judgment (Rule 60 Motion) alleging that defendant, through its counsel, had committed fraud on the court.
