The General Assembly of Kentucky, by an act approved March 21, 1896, appropriated 8100,000, for tbe establishment of two houses of reform, one for boys and the other for girls, to be governed by a board' of trustees consisting of six persons-, — three women and three men. The corporate name fixed by the' act is “The Board of Trustees of the Houses of Eefor-m.” The board were given power to take and bold in trust for the State any grant of land, donation or bequest of money or other property, made for the use of the institution in procuring a site…
